    I'm not entirely sure myself, though from what I understand we just post a sprite and after an indeterminate amount of time, staff members decide to comb through the thread and pick which sprites they think should go in the TCM. How they pick is kinda hazy, though I'm pretty sure quality and usability (how many people would want to use the sprite) is probably a part of it.
