I'd argue it's very situational. Perhaps look into the trainer's backstory and see any arguments for the strength of those Pokemon?
I'd say the only Characters that I actually think could take a league with any less than a full team are the already recognized Champions. Cynthia for sure might be able to take on a league with less than a full team, her Garchomp alone almost wiped out one of the Elite 4.

From the looks of it it's some kid who's trying to use a smaller number of pokemon as cruise control for cool, unfortunately. Sigh.
