Probably, though I imagine it probably wouldn't live long. Fish contained in tanks have to have their tanks cleaned from time to time and can make the fishes sick I believe if not done, and a bag with a fish in it probably has the same problem. Also, gotta worry about food for the fish, dunno if there's any fish food that can stay in the water for long periods of time without dissolving or something.
