Since I'm going the Looker Route for the backstory, would I need a Raikou encounter approval for his Partner (Anabel)?

Does the incarnation of her in Sun/Moon even canonically have a Raikou? Battle Tree teams don't quite count.

The reason I sent Cmeri over to you is because I've only got approval to use her in the Masters 8 so I figured anything not pertaining to the Masters 8 would require separate approval.
