Why are Dragon Types weak to Ice and Fairy Types?

Because otherwise they'd have no weaknesses! Not all type matchups make logical sense, because there are so many of them (there 18 types, and they all interact with the others!). Fairy is super-effective against Dragon simply because the game needed a new counter for the formerly overpowered Dragon-types, rather than for any lore reasons.
