Are admins allowed to see someone's account when the person put people you follow only to see the account and they aren't following the admin?

the bayleaf sprite that shows up on the main page of pokcharms is not a shiny one but today when I got on it was shiny! Is it supposed to sometimes be shiny?

Well...That was actually just me wanting to get banned so I could get a new start with "GreenFox" and "PinkFox" and I turned them into Syncopate and Anton.
