    Off the top of my head, only Salamence [Fly] and Seaking [Waterfall] can learn HMs through level-up. According to Bulbapedia there are no pokemon which learn Surf through level up.

    Mew shouldn't be required for Shiny Charm, as it doesn't require event pokemon if I remember correctly. One can assume that Diancie is not required, and since I have my shiny charm I can confirm neither Hoopa nor Volcanion are required.
