Next, why even limit it in the first place? If some people sre going to use legendaries cancerously, fine, people arn't going to enjoy that RP and are gonna leave it.

It wasn't going to be irrelevant because it connected with the main plot. How I usually do this is creste the universe and what happened on it first, have some events that happen outside of the players control, and whatever they do can change it, within reason.

It also says, "We'd prefer to keep the involvement of Legendary Pokémon to a minimum, but if you absolutely MUST have them in your plot, here is what to do." Which to me imples that so long as you follow the rules listed after that then it's it's fine.
Excuse me? Why are you regulating what I can do in my own story? Does the site have some kind of narrative to it where all the RPs are supposed to be connected? Also, I read the rules, I didn't find anything about that, only how players are intended to capture and use legendaries.
