In a world where a nuclear weapon of unimaginable power was unleashed, the remaining humans decided that it would be disastrous to ever have such weapons again. Using their advanced technology, they built a floating city and wiped the knowledge of such weapons from its officials. While starting out virtuous, the government soured through the generations; passing controlling laws that gradually grew to what they are now. The Government actually rewards those who
cooperate with them, but advancement requires sacrificing another person to a harsh punishment by ratting them out or framing them for a crime.
Guns are in low supply, and they're not up to date as other equipment, so the people who are allowed to carry weapons (Police, High Ranking Government officials, Council, Goldcoats) usually carry different kind of equipment to defend themselves. Rebels usually use jury-rigged weapons or stolen ones.
In this city, you can be whomever you want as long...as you abandon all morals!

They all wear masks to hide their true identities, for names are weapons in the council.

Though their numbers might be lacking in relation to the Government's forces, they, at least, haven't abandoned their morals. Their motives are not clear to the common man.

The BDA, shortly before the plot begins, was handed an urgent request from the Council; Save a hostage from the claws of the Rebellion (Though in actuality they are chasing an object that the Rebels stole). Technically part of the police, yet they have higher authority.

The amount of authority and rights you have are based off of your place in society. The levels are;
Government Official
While wearing the mask of authority, one is allowed to do whatever they wish. No restrictions exist as long as they have not broken laws out in the open.
Goldcoat (Also known as the Obedient)
Goldecoat is the highest rank most people can hope to achieve. While on paper they have no right to control the police force, they have the means and ability to bribe them. Goldcoats have built a throne upon the bodies of their neighbor's futures, and they are denied very few things; a place at the Council's table, for example. They can have minor jobs in government.
Police
The Police Force, including the BDA, have rose thriving off the work of others. They become the ones who punish anyone who 'commits a crime', and are rewarded for doing so. Thus, they often owe their position to the Goldcoats, whom have reported enough crimes to raise both of the people in question's ranks. The highest position in the Police is Grand General, whom has more authority than the Goldcoats but less than the Council.
Bluecoat
One step down from the Goldcoats, they have earned the right to join the Police Force, should they choose. They have also earned the right to use cosmetic changes such as hair dye and earrings. They can also run businesses.
Greencoat
The average person is born a Greencoat. They have very little power or rights, and are the main workforce. The only right they have that the Coatless do not is the right to work at a decent establishment.
Coatless
Those who were framed for or committed crimes. Criminals who cannot get a job, they don't even have the right to wear a coat. They must get by with thin government supplied shirts.
Government Official

Personality: A somber woman who takes her job (and everything else) very seriously. Though a liar herself, she values the truth above all else. She reluctantly does what the Government tells her to, even taking a job she thinks she is hardly qualified for. She performs her job well, and is better suited for the role than any random scumbag the Government could have picked up off the street. Could have been a better person in another reality.
Backstory/History: Born to a high class family of Goldcoats, Hana had plenty of opportunity to throw people under the bus. She was spoiled, but Hana didn't know whether or not she liked that. She befriended a Greencoat of a gentle disposition, but eventually threw him under the bus. She has regretted this choice to this day, and any other target she sacrificed from then on was someone who actually deserved it in her eyes. Rose to the rank of Goldcoat due to her inherent ability to lie to people. The Government appointed her as the Chief of the BDA on a whim, but she wears the badge somewhat well. Humbly wishes to keep others from having to lie like she had to.
