DPPt/HGSS Help with Starmie

Please, can anyone help me to build a moveset for Starmie? I want it for competitive battling in Emerald. I am willing to re-breed it, too.

My current Starmie:

Starmie@ Shell Bell
Rash Nature
EVs: No Idea

Surf
Ice Beam
Recover
Thunder Bolt

Um its perfect as it is? pretty much. Keep Psychic and Rapid spin in mind but your set works fine as is.

All I'd change there is the hold item - with a healing move as effective as Recover on the set, the Shell Bell ends up being rendered somewhat obsolete. Either Life Orb or Wise Glasses would make a good replacement so you can inflict extra damage.
