Help with weavile

Is it possible to get ice punch and pursuit on a weavile for competitive battling? How?

Using a Smeargle is the only way to do that...

Buneary, Lopupuny and Delibird are the only way (aside from Smeargle) to get Ice punch on Weavile, and none of them can learn Pursuit.
