Frustrant the [M] Primeape @ Life Orb
Jolly Nature (+Speed, -Special Attack)
EVs: 252 Attack, 252 Speed
-Cross Chop
-Stone Edge
-Aerial Ace
-U-Turn

I love Primape, and wanted to integrate him into my team as a "Physical Sweeper".
The move set seems a bit choppy to me, but:
Cross chop is STAB,
Stone Edge hits flying-types,
Aerial Ace is for extra coverage,
and U-Turn is to get away from psychic-types.

Vapeur the [M] Vaporeon @ Leftovers
Calm Nature (+Special Defense, -Attack)
EVS: 252 Hit Points, 126 Special Defense, 126 Special Attack
-Surf
-Substitute
-Wish
-Baton Pass

I replaced my original Umbreon idea with Vaporeon.
Its move set is very simply put:
Surf for STAB,
Substitute for shields,
Wish for healing,
and Baton Pass to pass the Sub/Wish.

Energy ball covers all of her weaknesses,
Flamthrower is STAB,
Will-O-Wisp for Burn,
Extrasensory for coverage.

Plume the [M] Swellow @ Toxic Orb
Adamant Nature (+Attack, -Special Attack)
EVs: 252 Attack, 252 Speed
-Facade
-Roost
-Aerial Ace
-Steel Wing

I have no idea what I'm doing here, truthfully.
I was planning to rape (excuse the term) things with Facade,
Roost to heal,
Aerial Axe to get STAB,
and Steel Wing for Ice-/Rock-type coverage.

Spite the [?] Electrode @ Liechi Berry
Hasty Nature (+Speed, -Defense)
EVs: 252 Attack, 126 Special Attack, 126 Speed
-Thunderbolt
-Thunder Wave
-Substitute
-Explosion

Thunderbolt for STAB and an attacking move,
Thunder Wave for crippling,
Substitute for a hopeful protection, and to wittle HP down,
Explosion.. for exploding and hopeful KOing.

Because this team is completely unmade, though the Pokemon I need for breeding are on-hand, as are the Dittos, I am completely open to Move Set and EV suggestions. The Pokemon that I feel need the most Move Set help are: Primeape, Ninetails, and Swellow. All of their EVs, as well as their held items, however, could use some looking-over. This is my own personal set. I use Brave Bird over Aerial Ace for Power.
Protect so you don't get killed on turn 1.
U-Turn is to switch out if Swellow can't do enough damage to the defending Pokemon.

-Quick Attack/Pursuit
-Facade

-Aerial Ace/Brave Bird

The Choice Band version. Come in on a Will-o-Wisp and let Facade's Power Shine with a whopping 472.5 Base Power with the Choice Band.
Only difference between the sets is the change of Protect to Quick Attack and Pursuit.
Pursuit to catch Pokemon Switching and Quick Attack to get the revenge kill.

The best possible set, in my opinion, for Primeape is this one:

Primeape @ Life Orb

- Close Combat
- Earthquake/Stone Edge
- ThunderPunch
- Ice Punch

Variation of the standard moveset for Electivire. Close Combat beats Cross Chop in both Power and Accuracy, so Close Combat for STAB (watch out for the Defense/Sp.Defense drops though.) ThunderPunch and Ice Punch alone can only be resisted by 3 Pokemon: Magnezone, Lanturn and Shedinja. Earthquake will murder Lanturn and Magnezone unless Maggy has used Magnet Rise, in which case he's still weak to Close Combat anyway. Shedinja still resists all of the above, although hardly anyone uses him at all and there's tons of other ways to kill Sheddy, since he has only 1 HP.

Main flaw with the above moveset is that it requires the Primeape to be on a completed Emerald cartridge, since ThunderPunch and Ice Punch are tutor moves from the Battle Frontier, and if Primeape is already on a Diamond/Pearl cartridge, then it's too late. If it isn't possible, use this instead:

Primeape @ Life Orb

- Close Combat
- Earthquake
- Stone Edge
- U-Turn

Again, Close Combat beats Cross Chop so go for that. Aerial Ace doesn't have enough power for a sweeping move in my opinion, so Earthquake is there instead.
 
I do not happen to have access to Emerald, and am therefore forced to go with the second move-set.

For starmie i would change the nature to Timid and breed for Sp.ATK and SPD IV. I have friend who has a Starmie with max speed and the only thing that i can stop his Starmie with is my Jolteon with max speed.

361 (Starmie max SPD) 329 (Starmie Neutral Nature max SPD)
299 (Starmie Neutral Nature max Sp.ATk) vs. 328 (Starmie max Sp.ATK)

Take your pick.
