Dialga does not need, and I mean does not need, two attacks with recharge. You'll get killed on the recharge, and that's no fun. :( Roar of Time is better, Ancient Power is good over Hyper Beam.

Empoleon doesn't need Rock Climb. HM moves, excluding Surf and Waterfall, are horrible. Speaking of Surf, put it over Rock Climb.

Mesprit, I'm not sure about Mesprit. Is this a competitive or an in-game team?

Luxray doesn't need Bite. Crunch is better. Strength is also not strong, despite the name. Thunderbolt or Thunder is better. Choose the latter only if you're planning on some Rain Dance too.

Staraptor doesn't need Fly and Defog. Brave Bird and Aerial Ace works much better.

Bibarel doesn't need Cut, Rollout is better.

If you still need the HMs, I suggest you find an HM slave, or a few...maybe Machop (or evolutions) and another Bibarel. Starly works as well for a slave.
