Finish that phrase, I triple dog dare you!

They're going to change the terrain...in the middle of the ocean? No, scratch that, it wouldn't even matter because the Hōzuki can fuse with bodies of water to control them, even if they changed the terrain they'd have no way of telling apart the Hōzuki (in liquid form) from the normal water that was displaced.

Also, all that displaced land would flood their cities.

Don't even get me started on why Konoha wouldn't pollute the entire ocean in an attempt to flush out the Hōzuki.

Burying the city is something to be considered, though it wouldn't be an easy feat to bury a city hundreds of feet beneath the water, and that's assuming they even find the city...
