Wait, is Ry_Burst, that bum, trying to reboot the Outcasts. He wasn’t even a major role in any of them except for like maybe Outcasts 2. That idiot. Gosh, he doesn’t even know what he’s doing.
Hey guys, yeah I know. I’m trying something. But I’m adding some changes to the Outcast plot. So throughout all the series, the Metas have been physical outcasts, sepreated from the main world by jail, plane crashes, and so much more. But what if, the point for them is to not be discovered as an outcast.
The setting is a place called Neo York City, NY. During a war against terrorism, New York City was destroyed in 2020. But after the war efforts, Blaine Jacobson, a man who’s ancestors helped found the city, decided to help rebuild and personally fund the rebuilding process, as he had made millions through the stock market, proper investments, and owning many independent companies that went on to become giant corporations. So within 7 years, Neo York City was built and was even more glorious than before. Buildings were more high tech, and the city was larger. The entrie Eastern portion of the city that had been added was even over the water, using a floating plate system. That is considered the high end part of town, where all the rich men live.
But while the city seemed like a utopia at the time, it soon began to rot internally. By the year 2029, gangs were beginning to form and the utopia was rotting internally. Ten years later, scientists were beginning to discover a change in babies, but overall a rare one. Mutations were beginning to form, and these children seemed to have incredible power. However the government had decided to keep this hidden from the public.
But the now Mayor of Neo York City, Blaine Jacobson Jr. decided he could use these children to his advanatge and began to gather some up, trying to make a form of super soilder. However this failed when a man by the name of Quickdraw foiled his plans, and revealed Metas to the world. During an attempt to free the kidnapped Metas, Blaine set a trap to kill them all, including Quickdraw. The man survived, and was the only Meta to survive. So then, Blaine performed a public execution, and planned to ban Metas from living in the city. Executions on known Metas began to happen in secret all under the rule of Blaine.
However there are some Metas who were never recorded as being Metas. They are the people we will be playing. The story will take 8 years after this. Our OCs will be going to high school in one of the middle class schools that borders the slums. We will be recruited by a boy at out high school to become heroes. He will have done research and he wants you all to from a tea with him to help not only use Mehta powers for good, but show the world that being a Meta isn’t evil, as that is the opinion of the average person right now.
Rules
1.) Follow all Pokecharms Rules. This includes and is to limited to, flaming, double posting, one liners, Mary Sues/Gary Stus, autoing, and sockpuppeting.
2.) You’re OC has to be between 14 to 18. Mainly because they found discoveries of Metas 18 years ago, and you need to be a high schooler.
3.) This may sound like an odd rule for Outcasts, but start WEAK. Sure your power can be strong, but don’t have good control over it. You’ve spent a lot of time not using it, and trying to hide it. You wouldn’t have much time to try to master it, if you never use it.
4.) On a similar note, right now, our OCs will only be Outcasts in their own heads. People wouldn’t even know of their powers. They can have whole lives, friends, boyfriend/girlfriend, and their own worlds they live in. The beauty of this will be when their two worlds become intertwined and your OC is stuck dealing with being a Meta, while trying to be happy with their lives.

- Name: Warren Sanchez
- Age: 17
- Gender: Male
- Physical Appearance: His skin has a light tan and it shows Mexican heritage. His eyes are a deep hazel, and his hair is a dark brown. He stands at around 5’11” and he is skinny, with not much muscle.
- Clothing: He wears a black hoodie, and a dark grey t-shirt underneath it. He wears dark navy jeans and black fingerless gloves. He also wears black converse sneakers.
- Personality: Warren is a computer geek in a lot of ways. While he was loud and boisterous when he was young, he mellowed out a lot once arriving in high school. He prefers to have his face behind a screen and his fast with his fingers. He is now a lot like an introvert and is one of the lead writers for the schools’ webpage.
- Powers and Usage: His power is manipulation of electricity. He can create it, and use it to make weapons, hack not computers, help himself move around faster, and fire bolts of electricity. However this is all in theory. Right now he can only make small sparks. However he can manually hack computers, without the usage of powers. However if he overuses his powers, he can take some damage and his abilities are temporarily negated.

- Physical Appearance: Micheal has peachy skin and stands at roughly 6’3”. He is built quite muscular, and has a strong upper body. His hands are calloused and he has a somewhat handomse face. His hair is black and his eyes are a light teal. His hair is pet short in a buzz cut.
- Clothing: He wears a dark green tight t-shirt, with dark brown pants and brown shoes. Over that he wears a black open hoodie. However when trying to be a hero, he wears black pants, black combat boots, a black ski mask, and a black sleeveless shirt.
- Personality: Micheal is an activist for Meta rights by night and during the day, he is one of the school’s popular kids. He is well loved, and pretends to love it. But in realty, he hates it. He hates how he is lying to who he is to everyone.
- Powers and Usage: Micheal can make his body become a stone like material. It is stronger than most forms of rock, and can protect him in may ways. However, while he can shift from it at will, it takes him a bit of time to actually do it. Roughly 30 seconds for his entire arm. When doing this, the limb he morphs is currently somewhat slow movement wise, by a slight margin. He takes Boxing lessons too, which helps when using his powers.
