Is this team good enough to beat the Elite 4 again (beat them once already!)?

- Pikachu Lv:46 Item : Quick Claw Moves: Thunderbolt, Quick Attack, Thunder, Strength

-Pidgeot Lv:50 Item:nothing Moves: Featherdance, Fly, Whirlwind, Wing Attack

-Dragonite Lv:64 Item:nothing Moves: Waterfall, Cut, Surf, Dragon Claw

-Mewtwo Lv:70 Item: nothing Moves: Swift, Recover, Safeguard

-Persian Lv: 52 Item: Lax Incense Moves: Cut, Flash, Slash, Protect

-Blastoise Lv:72 Item: Leftovers Moves: Hydro Pump, Rock Smash, Skull Bash, Surf

While I think you could probably beat the Elite Four with this team, especially if you've beaten them before, the movesets aren't that good. There are some serious no-nos: HM moves, two turn moves, putting two of the same type of moves on one Pokemon...

For Pikachu I strongly recommend getting a Light Ball or evolving it. Pikachu's special attack is not that great and the Light Ball is the only way for Pikachu to even hope to compete with Raichu in terms of special attack.

And since this is the Elite Four I suggest throwing in an Ice type and a Dark type move somewhere and actually teach Mewtwo Psychic.

I've gotten rusty with 3rd gen movesets so I'll leave that to someone else. By the way, are you planning on doing competetive battling with this team.
 
Let me take over then :p I may be as good with 3rd Gen stes as Baratron, but I'm more than capable.

Pikachu@Light Ball
-Volt Tackle/Thunderpunch/Thunderbolt
-Brick Break/HP Ice
-Return/Quick Attack
-Iron Tail/Dig

Not the best moves, but this set will work.
First Move for STAB.
Brick Break/HP Ice are for coverage.
Return/Quick Attack are some physical options as well as Iron Tail and Dig.

Pidgeot@Sharp Beak
-Aerial Ace/Wing Attack/Air Cutter
-Return
-Steel Wing
-Quick Attack/HP Ground

First two moves are for STAB.
Steel Wing is to hit Rock and Ice-Types.
Quick Attack to hit weakened opponents and HP Ground for Electrics.

Dragonnite@Leftovers
-Dragon Claw/Outrage
-Ice Beam/Flamethrower
-Brick Break
-Earthquake

Dragon Claw/Outrage for STAB.
Ice Beam/Flamethrower for some coverage.
Brick Break and Earthquake cover most types.

Mewtwo@Whatever
-Psychic
-Flamethrower/Ice Beam/Thunderbolt
-Flamethrower/Ice Beam/Thunderbolt
-Calm Mind

Psychic and Calm Mind work well.
Of the three moves listed, pick two that best fit your team.

-Hypnosis/HP Fighting

Slash for STAB.
Aerial Ace and Shadow Ball cover its weaknesses.
Hypnosis to stall.
HP Fighting for some coverage.

Blastoise@Mystic Water
-Surf
-Ice Beam
-HP Ground/Earthquake
-Brick Break/Return/HP Electric/Grass

Surf for STAB.
Ice Beam and Hp Ground/Earthquake for coverage.
Brick Break and Return for some reliable moves.
HP Grass and HP Electric if you use Earthquake instead.

I was in a rush, so I forgot to say that Mewtwo most certainly does know Psychic. Anyway, both suggestions were good, so I kinda combined them! Thanks! :)
