This new world was created after Galeem's attack. Many kingdoms (Mushroom Kingdom, Hyrule, etc.) and other areas (Bionis, Nibelheim, etc.) have collided into the world formerly under Galeem's control.

Mario and Dr. Mario are completely different.
Any character from any video game (yes, even Dead Space) can be used.
The female version of certain characters should be used.
The map features areas from various video games.

Despite his gentle nature Shulk is roused to great hatred and vengeance against the Mechon after they attack Colony 9, revenge being the main factor that leads him and Reyn to begin their journey. Shulk trusts his companions above anything else, and goes to great lengths to protect them. Shulk also tends to be pessimistic, often feeling particularly frustrated if and when he fails to change the future seen in his visions.

Cloud carries a large broadsword as his weapon of choice, with his three trademark weapons being the Buster Sword (a massive sword over five feet long), a set of Fusion Swords (six individual interconnecting swords that form one similar to the Buster Sword), and the Hardedge (another large broadsword with a different shape). X has the ability to take his helmet off. Without his helmet, X has two ridges protruding in an arc in the middle of his forehead.

Strengths: His flexibility for potential camouflage with his Copyshots and his own quick firing weapons is really well suited for battle.
Weaknesses: His brashness in combat can be a big weakness for him. He can easily get overconfident thinking that he won the fight.

That's accepted, but I think that the Cloud that Sora fought in Kingdom Hearts was an entirely different Cloud, so, yeah...

And to be double fair, the Sora that beat Cloud was the youngest and weakest Sora in the series.

But I feel my larger concern of power levels wasn't addressed.

I agree with Godjacob here. In my case, Zero, he especially gets stronger throughout the series. In X5 primarily, once he absorbs enough of the sigma virus in a stage; he gains a full heal and invincibility. Not to even account for the bad ending of that game.

None taken. X just has poor luck in his series. Always taking out Sigma but his eventual return in some capacity. His luck for keeping zero as his friend by the end of X5. His Involvement with the plot of X8. X does have some bad luck.

You said any video game character can be used. But the characters I wish to use are from a manga-

The manga IS the Splatoon Manga though, which pretty much follows the game story-wise, so I’m not sure if they’re allowed, especially since Inklings are in Smash Bros already-

So I was pretty much wondering if I could use the characters still. They have all the usual Splatoon weapons, I just was concerned Id be breaking a rule.

Okay, so maybe Goggles's power is ridiculously high but that's perfectly normal for different characters. Specs is weak but that's also perfectly normal. Bobble has one B and the rest are A's and S's and that's it but that's also normal. Headphones is pretty balanced and that's perfectly normal. They're all sensitive to water but that's perfectly normal for Inklings. Accepted!

Again I fear power levels are gonna make some characters useless compared to the higher level ones. Don't feel that concern has been addressed and now we got guys in the actual thousands.

I don’t mean any offense, but I do have to agree about the power level thing. I do think a few things should be taken into consideration here.

If we follow Power Levels, I’m pretty sure we end up with this list.
  1. Goggles. (1,850.)
  2. Sonic. (1,350.)
  3. Bobble Hat & Axl. (750.)
  4. Noctis & Zero. (725.)
  5. X. (715.)
  6. Headphones. (700.)
  7. Cloud. (675.)
  8. Shulk. (660.)
  9. Sora. (650.)
  10. Specs. (300.)
I suppose the main concern is going to be "Canon Power"/"Stat-Wise Power." Because we can’t have situations like: "Shulk defeats Goggles because he’s canonly stronger," than have another situation in which "Headphones outranks Sora because she’s stronger stat-wise."

My questions are: How are Power Levels going to play into this, and: How do we make it so weaker characters (Example: Specs) are relevant.

Even if we just fight antagonists, going by the power level list, Sora is borderline useless compared to just about everyone and Goggles/Sonic hard carry. Not a situation I fee like he would get his fair shine is all.

Personality: self-hating. Raiden is deeply ashamed and traumatized over his past as a vicious child soldier. He isolates himself because he is afraid he will hurt people he loves. Only with the help of friends does he begin to value his own life.
Appearance:
At some point, both as a direct result of the attack and Raiden's injuries, and under his personal request, Raiden underwent a full-body cybernetic conversion, as he felt the Patriots "didn't leave him much of a body to begin with." This, alongside Maverick's previous cybernetic maintenance person going into hiding, resulted in him being performed on by a German cyberneticist nicknamed "Doktor" (which was also the latter's first time doing a full-body conversion). After his surgeries were finished, the mysterious figure then presented Raiden with his new sword, to which Raiden later flashed back to witnessing Solidus Snake slitting a soldier's throat as he demonstrated the “honor” blades had. Raiden was originally supposed to get a completely new cybernetic eye to replace the one he lost, but Doktor was unable to create it before the surgery, so he had to wear a makeshift eye-patch for a while. On the upside, the eye-patch's cloth was covered in small cameras, to provide enhanced visual perception. Raiden decided he liked the look, after a while, and enjoyed the extra clarity the cameras gave and kept the eyepatch on his new body.
