He probably just left it in the PC and was walking around with only 5 in his party, searching for a Gastly or the ghost at the top floor to add to his party, then he settled on Exeggutor later.
Blue is all about power and being better than everbody else. Exeggutor has better stats than Raticate, and he wanted to use Exeggutor against Agatha (because Psychic-Types were immune to Ghost-Types back in Generation I), so it was even better.
Yea XD Also, they didn't have Pokemon evolving at an earlier level than their supposed to until Ghetsis' Hydreigon in Black and White, being at level 54 instead of level 64, where Zweilous would normally evolve into Hydreigon. But it is explained that if one head beats the other head (their constantly fighting for complete control over the body), then they'll evolve into Hydreigon.
Meaning that Ghetsis lost his arm trying to force Zweilous to evolve early, by forcing the other head to become a vegetable, or essentially kill the life in that. Hydreigon's two other heads are puppets of the main one, and don't have thought to it.
Yes, they do. But he needed a Grass-Type (if started with a Charmander or a Squirtle), and a part-Psychic-Type was the next best thing in the battle against the Elite Four.
Also, Hydreigon cannot be found in any part of Unova. Only Deino in both Black/White on Victory Road, with Zweilous appearing in Black 2/White 2 on Victory Road (all the Deino evolved into Zweilous in the 2-year gap between Black/White and their sequels).
Ghetsis is even shown to have a black arm when crowning N as the leader of Team Plasma, and his sprite shows he doesn't have his arm anymore after that, showing that the ceremony for crowning N was a few months before the start of the main player's journy in Black/White.
