My main concern would be that 3 people can turn into 2 people pretty easily, and that can get less fun to play. But have been known to be wrong and I'm happy to go with what others think could work.

It was something like "usually up to two" in the initial concept, but we don't need to worry about limits too much, especially since everyone started with just one or none and nobody seems to be powergaming.
