    "I don't need an umbrella, thanks for offering." Bubbles, being the Bubble Frog Pokemon, enjoyed the rain, and he hadn't been in water for a while, so his skin felt dry, and irritable. The rain refreshed him. Same for Cascada. She also was used to the rain.
