Well heres the proplem

I need to choose between these pokemon for my final team

Elekid with Psychic, Fire Punch, Thunderpunch, & Ice Punch (Perfect move assembly & I intend to evolve it into electabuzz and then evolve it to electivire later on when D/P comes out)

or.... Raikou

Raikou is legendary, ergo cheap, so no.

Although I cannot endorse the creation of Electivires... x_X

Im leaning towards the elekid because in silver i had a basically unstoppable alakazam with all those moves Plus theyre rare moves because it'd cost about 200 Battle Points at the battle frontier to learn them for any other pokemon where as in XD you can simply trade for it

What he said, though Electivire and Raikou are fairly close stats-wise. It definitely has it beaten attack-wise.

I'd go for Elekid 4 u, cause like said, Raikou is the easy way out and not that great when u get right down to it.
