if you want it to be more of an attacker, get rid of Aqua ring or Acid Armor for Ice Beam or Shadow Ball. If you want to go full support and have no attacks, get rid of Surf for Substitute [since those can also be baton passed]

Pure support with no way of attacking, also can't be stopped by steel types like a toxic using one can. Alternative for protect is Assurance, since Umbreon is slow, Assurance combined with Confuse ray can do at least some level of damage.

Confuse Ray to chance at stalling for time so Toxic further sets in, and for light damage

Moonlight to Restore HP for mostly obvious reasons, high defenses.
Assurance only if Confuse Ray is present, and for the same reason I said above.

since you said attacker rather than sweeper, [and for lack of better moves], Hail + Blizzard makes a good combo, since Blizzard never misses in Hail, and Hail boosts your Evasion. Water Pulse for the chance of confusion.

Flareon -really- doesn't have much of a physical movepool, so that was the best I could do >>;
it doesn't have speed or defense either, so I really haven't found much use for Flareon...
