How to catch Feebas?

On pokemon Emerald i've been trying to find a wild Feebas (never mind catching one) in Routue 119
But failed

In the pokedex it says you can find Feebas by;

Route 119 (Random 6 Tiles change with Trendy Phrase)

But I don't really understand what it means

What Random 6 tiles?
What Trendy Phrase?

Can someone help?

Basically, you can find Feebas in 6 specific tiles in Route 119. (Fishing off of a surfing pokémon I think). The tiles are randomly picked, so it's up to you to find them.

When you change the Trendy Phrase in Dewford (What's hip and happening stuff ) then the 6 tiles change around, randomly.

So the good thing is, once you find the tile, mark it down in a bit of paper or something, then don't change your Trendy Phrase, and you can always find Feebas there
