How to Make it Rain (Pokemon X)

I've tried for about a week to find rain so my Sliggoo can evolve. I couldn't even force it. Does anyone know a way to get it to rain. I've only gotten to the town with the 6th gym in it and am trying to evolve it before the battle.

There is no way to make it rain. Rain can randomly appear. However, it does appear to rain on Route 14 more frequently than any other place in Kalos, at least, for me.

Honestly I'd just carry a Rare Candy around and just travel to different places. It rains often in Laverre City and Route 14 for me too, but it'll be raining somewhere. It was raining in two of my towns today alone.

it might be bad luck or something. it only occurs at random but i know as a fact it will occur

It frequently rains on Route 8 and Ambrette Town, interfering with my attempts to IV train on the wingull hordes there.
