Making Trainer Sprites - best programs?

I wanted to have a go at making my own custom trainer sprites, but I don't know where to start. What sort of program should I use to make them?

I know someone who help you animate fan made Pokémon sprites but I don’t know how to to contact her but if you find someone who does they might cost you money to animate it cause the complicated it is the more it costs but if you don’t want to do that there’s plenty of videos of how to animate fan made sprites
