Well in the show the only reason why the first years are taking the test is because of the amount of times they got attacked, which is probably going to become the case for this Class of first years as well. So they will be taking that exam this year as well, but just later.
And yes Kiza already did test their power, but they're also going to be going in on another attack soon. This time, maybe more of a serious targeting.
We could make it to where they are trying to figure out a way where it'd be easiest to get to Sylvia since she is their target after all while at the same time faking like another student is their target, maybe one like Kaylee since she is a villain.
Then they'll attack on a larger scale the third time which will be during the Sports Festival like Sylvia said where the League will actually be going after Sylvia but UA will still think that they're after Kaylee which is when they'll get them for real.

Okay so then we need an event in between the USJ thing and the Hero vs. Villain training. It'll be in the next Arc since the 2nd Arc ends with the Hero vs Villain training.
It'll be something...hmmm...something that catches a couple of students while they're alone. But we'll sort that out sooner or later.

OH HEY SYLVIA IS HERE WOOP WOOP. I don't know how much of the discussion thread you were able to get through but basically we started moving the villains into place so now is a wonderful time to introduce Toxic to the rest of the group considering Ancient would've already given her their location. Also we determined Sylvia was the main focus for this part of the story and we determined the pairings for the Hero vs Villain training which is coming up after this night.
