Ingrain prevents you from being forced to switch, though it also prevents you from switching should you want to.
Aqua ring restores the same as ingrain, without the self-trapping effect.
Leech seed restores more HP than Ingrain/Aqua ring on most pokemon, since it's based on your opponent's HP, but your opponent can just switch away from it, and it only lasts until that pokemon is gone.
Recover restores a lot of your HP at once, but will no longer be available after you transform [unless you're up against something with it]
Transform copies your opponent's type, attacks, and all of their stats except HP.. this means your speed will lower to equal theirs, and who goes first is a random draw; but at the same time, you gain their defenses and use it against them. Hopefully with an ingrain/Aqua ring and leftovers in your favor you can outtank whatever you transformed into XD
The biggest problem with this set is PP. The smeargle is meant to stay out and last a long time, but it'll only have 5 PP in each attack you copied from your opponent.
I feel like I'm overlooking something else with this set too... it's still early for me, at the moment XD

This smeargle is mainly meant to spore and then switch away. With the choice scarf, speed nature, and decent Speed IV, Smeargle can outspeed everything shy of deoxys, Ninjask and Electrode.. provided they haven't raised their speed or have a choice scarf themselves.
Thunder Wave is for crippling fast pokemon that the rest of your team can't seem to reach, and is sometimes worth using over spore since its effect doesn't wear off. With spore, you run the risk of having them wake up on the turn you switch and getting a free attack off. If playing with Sleep Clause, Thunder Wave, or somo other status is almost essential.
Destiny Bond [provided you still have the choice scarf] combined with Smeargle's defenses/HP will work as an anti-anything with decent attack. sacrifice smeargle to take down a Garchomp, for instance ;p
Trick/Switcheroo will sacrifice your speed and give it to your opponent while trapping them with only one attack. If you can trap them on using a stat boosting attack, they'll really have no choice but to switch, you can then thunderwave/spore them as they're coming in when speed won't be a problem.

There's a great deal of attacks you can baton pass, and smeargle can learn all of them... I named all of them I could think of.
The idea is to either mean look something slow that's going to try and wait out your death with Toxic or something that plays like that, or get a focus sashed Spore on something that's fast and powerful while hoping it doesn't wake up before you can baton pass XD
