In order for Raiku to befriend Kiro, he has to understand what Kiro has gone through and understand his beliefs. If Raiku is like Naruto as you say, then you can compare Kiro to someone like Sasuke or even Neji in some type of way. It will be harder since Raiku is an Uchiha too, he will have to deal with the fact that Kiro resents them for what they did to his father and abandoning him. But in order for Kiro to notice Raiku, he’ll have to respect his strength first. Whether that’s through a fight between them or something else (like maybe if Raiku somehow helps end Orachimaru and the Sand’s invasion), that’s when Kiro will take notice of Raiku. The main conflict in potential their friendship would probably be that Raiku might have to choose between Kiro or the Uchiha clan unless he can convince both sides to accept each other.

this would've been completely possible looking back if kiro didnt join orochimaru or took part in the massacre

...maybe...given a VERY good explanation. I always kinda despised how overly op that justu is. Most people can’t aquire it normally, or at all, as a group working together only managed to replicate a cheap knock off

He was no stranger to fights and had his fair share of them, but none of his opponents were as strong as Reaver. His Stone Fist technique was stopped a few moments ago and his chakra levels were dangerously low, not to mention he still couldn't hear anything. "The Medic-Nin will have fun once I get to a hospital." He grinned and waited for the gas to disappear before grabbing his tanto from the Reaver suit. "The Ninja that Tried won against the Metal Behemoth. It was a good fight." He limped towards Konoha to see if the Medic-Nin could do something about his ears.
