I’m not trying to make Tomiko look weak. In fact, this battle is showing the resilience of Tomiko to keep on getting up even if she still has barely done any damage. Tomiko is still able to use her hands after all the lightning and she is still standing after Kiro’s last attack. That’s impressive for a genin to withstand all of that. However, during the whole battle so far, there hasn’t been any reason for Kiro to use his sharingan. That isn’t saying Tomiko is weak, it’s just that her actions to this point haven’t resulted in her gaining the advantage. Maybe if Tomiko had played it differently, the results might’ve been different. It’s just that the actions she has taken already has lead to her downfall. I forgot who said this quote but it went something like it doesn’t matter how powerful the ninja is, if they’re outsmarted, then they will lose. It was something like that, I don’t really remember.
As for being on another level, don’t forget that Rock Lee deserved to also pass, it’s just his bad luck that he had to go against Gaara. Same here. If Tomiko had done some different moves early on, she might’ve had the upper hand. Either way, as a character, Tomiko should be proud of herself for still standing up.
