You can post OCs in the relevant Bios thread in PRP Discussions or General RP Discussions. 
Formatting is available on most sections of the site from the toolbar at the top of the post box. On profile posts and comments, the toolbar isn't available, but you can use BBCode manually – there's a reference page here.
