What's up with the manga?

Basically, a lot of the current showings of power are due to the use of Conquerors Haki or advanced CoC. Most of the strongest characters in the series have that haki. However, it’s only because they all possess the qualities of a King or ruler. Not just anyone should be able to get it unless they have a good reason.

Element-shifting/intangibility must be a conscious choice, and users can only do so for short bursts of time. This timeframe will increase as the users grow more skilled with their fruit (This allows Zenith's backstory to still be feasible without making him particularly skilled with it), and as we are introduced to Haki, their experience with it will come a point where that time limit is removed.

Also shouldn't they get their devil fruits later?
 
You could alternatively make paramecia fruits that replicate the elemental powers without giving the same abilities as a logia.

For example, a shock shock fruit that allows the user to generate electricity rather than turn into lighting itself or a spark spark fruit that allows the user to ignite things.

Appearance: Like any other Dwarves, Tony is extremely small and can easily fit in the palm of a human. He has and messy dark brown hair that covers his ears and a bushy tail of the same color. He wears a pair of navy blue pants with a black belt with a bronze buckle, a navy blue button shirt and a black bandana scarf around his neck which he can pull over his face. A pointy nose decorates his face.

Personality: Tony's outward appearance makes him seem like a very relaxed and perhaps lazy individual. While this isn't untrue, he is actually quite a hard worker and always strive to get work done. He likes to stay grounded in reality, doesn't always visibly show his emotions and very keen on finishing what he starts. Unlike other members of his race, Tony isn't as gullible and quick to believe everything humans tell him. However, he still isn't completely free of this trait shared by all Dwarves.

Likes: Freedom, Stories and tall tales, Resting, Finishing work, Reliable people

Dislikes: Slavery, Deceivers, Getting tired, Leaving things unfinished, Freeloaders

Backstory: Tony was born and raised in the Tontatta Kingdom, he lived his days leisurely but he always had dreams of exploring the realm beyond his birthplace. One day, while he was loitering around on a rooftop in Dressrosa, the young Dwarf spotted a group of pirates that has just landed on the island. Thinking this might be his big break, Tony broke the rules set by his people and revealed himself to the pirates, asking if they could bring him along their travels so he could explore the world. Luckily for him, the band of pirates were very quick to take him up on that offer. This made Tony ecstatic, he finally had the chance to fulfill his dream and it was all thanks to the crew of kind humans that will take him along. Unfortunately, the band of riffraff that took him in had very different plans for the gullible little Dwarf.

For the first few weeks of travel, the pirates humored the young Dwarf and allowed him to roam free. During this, Tony was able to witness the vast openness of the ocean and the sights of the various islands they stopped at. The life of adventure filled Tony with a sense of accomplishment he never had before, this wouldn't last forever unfortunately. One day, the crew landed on an island named Sabaody. When Tony descended on the island, he was suddenly hit with blow to the head, knocking him out. When he came to, Tony found himself bound and inside a cage alongside many other individuals or varied races and backgrounds. This has been the band of riffraff's plan ever since Tony met them. What Tony thought was an chance for adventure, the pirates were actually aiming to sell him off to slavery to earn a quick paycheck.

The young Dwarf was absolutely devastated by the revelation, he trusted his companions and all they wanted to to use him to get rich. Feeling defeated, Tony resigned to his fate. However, fate had other plans in store. In the auction house where the slaves were going to be sold off, a commotion began to brew after a heated disagreement. The commotion grew worse as an all out brawl was about to occur, causing the house's security to leave their post to try to quell the soon to be disaster. Using this golden opportunity, Tony, with the help of other some other captives, managed to break out of his restraints and went on to knock out the single guard left to watch over them. He then used the keys to free all the slaves, starting a riot on top of the brawl already in progress in the auction hall. Amidst the chaos, the young Dwarf was able to slip out unnoticed. Now free, there was one thing on Tony's mind as he went on to look for his former companions.

After running around for a while, the Dwarf was able to find the ship belonging to the band of pirates that brought him here. Just as Tony snuck on board, he could hear the crew talking about the situation at the auction house. It was then that he got confirmation that they did sell him off to become a slave, they were never actually going to take him to see the world. At that moment, Tony's mind became clouded, he didn't know how to process what had happened. Anger and spite began welling up inside the Dwarf, they used and tricked him, now he's going to pay them back. Without the pirates even noticing, Tony climbed onto the ship and began ransacking the vessel at blinding speed. Destroying Furniture, breaking food crates and gunpowder barrels, dropping cannonballs on the ground and more, Tony did his best to mess up his former companions' ship. When it was all done, the young Dwarf left the vessel behind, leaving behind a very confused band of deceivers and carrying a very special knife that he stole from them.

Now on his own, Tony still hasn't lost his dream of exploring the world. However, he now had a new ideal, abolishing slavery so that what happened to him wouldn't happen anyone else. Tony began stowing away on ships he came across to move from one place to another, depending on if the crew were good of bad people, Tony would either help them in unseen ways or mess with their daily lives.

Misc.: Wields a human sized Seastone Knife.

Okay so, before I make a post just wanna put some stuff out there and ask some questions as for where Seven would be—

It’s likely that Seven would have been wandering with little or no direction after she escaped, then latched onto the first demonstration of kindness shown to her and kind of imprinted on whoever was slightly helpful to her, due to her programmed instinct to protect and help. So any volunteers to have Seven as like a devout follower lmao, think Genos/Saitama relationship?

Well, we're gonna be starting in the East Blue, as determined by the popular vote, and I have a rough idea for our starting island:

We begin on an island in the East Blue, Vermillion Island, capital of the Carraba Archipelago. It is a popular trading hub, especially since it's the main export of the Carrabas' sugar, rum, spices, indigo, and other luxury goods and raw materials. However, this is at the cost of the natives being abused and overworked by the greedy and corrupt Mayor Devoltaire Tousaint, who has it in good with the World Government.

Also, going to close to new entries for a while. We seem to have enough RPers for the moment. I'll reopen to newcomers if things get slow or people have to/want to drop out
Personally, I’d prefer to keep it on “Ask to Join” in case someone with really good bio and seriously interested in the rp wants to join. Wouldn’t hurt to have more people as well from my experience.

Depends if Mango joins. Otherwise I’ll prolly stick to the main crew.
