Almost every trainer's goal is to become champion of their region. Win eight badges than beat the champion. Unfortunately because of the frequency of which trainers are able to challenge and win have made the title of champion pretty worthless.
In order to combat this the International Pokémon League Committee has ruled that a Chanpion will keep their title for six months. At the end of the six months all trainers with eight badges will compete in a tournament. The winner will have the opportunity to take on the champion for the title.

Only first generation Pokémon are allowed. Regional Varients are allowed. If your Pokémon can evolve into a Gen 2 onwards mon they can but it will have to be a reason for it. Not just "Hey look my golbat evolved into a crobat off screen."
