Grace was outside of the bus, but I had thought that there was some damge to it from where she could access it with her whip. It could also be said that she could have done so through an open window seeing as she can move the water to the shape she wants. Regarding her talking to Luna, that was done with her on the ground, but seeing as she could hear what she said she was able to act. She was actually close to Aspen on that side of things.
