Power items; hoping for a quick answer.

It lasts the entire battle until another Pokemon comes along and changes the weather. Same way with Snow Warning, Drought, and Drizzle.

I have been EV training my Larvitar and just realized that I messed up. I thought I had the Power Weight on and was training up HP, but just realized that I had the Power Bracer on instead. So my question is, does the Bracer give the +4 attack EVs only when attack EVs are gained, or does it always give them so that when I beat a Gastrodon say, I would get 2 HP EVs, and 4 attack EVs? I really need to know where I'm at.

Yes. If you beat a Gastrondon, it would give you 2 HP and 4 Atk.
