Residents in Black City (B/W)

I have researched that for residents to move away from your Black City in order for you to recruit new residents (and therefore new items to buy in the store) you have to leave them alone for a specific amount of time until their happiness goes down.

I have left my game alone for at least 2 months and the residents are still there! (I really need some Sun Stones... this is why I'm so interested in this).

Does anyone know why this would be? How else might I get rid of these people so I can go to White Forest and recruit new people?
