Why dragon type? I would think a water pokemon would. I would chose either a gyrados (I never knew how to spell it right. The only pokemon) or a group of sharpedos. But if it had to be a dragon type, I would say Salemence.
I don't know... If it has to be a dragon type... Maybe an Hydreigon or a Salamence. Maybe even a Dragonite.
