As seen in LoN's posty, Dual-Normal-types do not count as wild cards like Pure Normal-types. Since a dual-type Normal actually HAS strengths, it's fine on its own. A pure Normal-type, however, has none, thus wouldn't even be able to compete otherwise.

ANOTHER RULE AMENDMENT XD
Changed the description of how Pure Normal-types work slightly. Basically took out the clause that said a Dual-type Normal can trump a pure Normal-type for simplicities sake. Now dual-type Normal Pokemon just don't enter the equation at all.
