Generally, a misspelling of "Newb," which is short for "Newbie," which is short for "New being." A Newbie is someone who is new to something, like this board. Here, "N00b" is used as a derogatory term for someone who is apparently too stupid to read and follow the rules, while "Newb" is still simply someone who is new.
