What pokemon do i have to fight

Your best bet, would to read through some game mechanics on Ev training, you could put a macho brace on the pokemon, or a specialist band then fight zubat etc.

Several Pokemon give speed EVs. To name a few:
Starly, Staravia, Charmander, Charmeleon, Weedle, Pidgey, Pidgeotto, Pidgeot, Rattata, Raticate, Spearow, Fearow, Pichu, Pikachu, Raichu, Vulpix, Ninetails, Zubat, Golbat, Crobat, Venomoth, Diglett, Dugtrio, Meowth, Persian, Poliwag, Poliwhirl, Ponyta, Rapidash, Voltorb, and Electrode.
That's not all of them, there are still plenty more that I didn't list.

If you're playing DP, there's a fisherman on the route between Eterna Forest and Eterna City that has a roster of six Magikarp. He's standing on the bridge... if memory serves correctly, he's the one on the top half, fishing in a corner and facing either right or upward.

Magikarps give one speed EV each. If you have Pokerus, the Power item from the battle tower that gives speed EVs, and the Versus Seeker(?) then the EVs you gain are ridiculous. 60 speed EVs per match, I believe. After that, bike around a bit until the Versus Seeker recharges, and keep trying it out until he's willing to fight you again. XD
