Perhaps the main legendaries, like Kyogre and Groudon and the like, have more of a religious belief around them, while the 'lesser' ones like the dogs, birds, pixies ect. are more of a mythical creature thing (like unicorns and gryphons, which sometimes turn up in religion too if I remember...
