Not really. Creative Corner works, fics and the like are one thing. RP threads are another. RP threads are not exactly the sole property of the person who starts them - they are collaborative works and everyone involved has a stake in them.
Spinoff threads and threads continuing where past threads left off are perfectly fine in the RP forums, and frankly, a generic school RP is hardly an idea original to Sylvie.
Not so much "stealing her ideas" as "being the members of the original thread that got closed due to her being banned, and wanting to continue where they left off without her" - which, honestly, nothing is stopping them from doing.
ThePokemonTrainerGram!11 has evidently learned nothing from their extended RP forum restriction and - given the fact that they were warned that if they step out of line again their RP forum privileges shall be revoked permanently - welp, that happened.

If it's not an official Pokemon now, it constitutes a fan-made - especially since all we have for scrapped 'mon are images, and your idea of what the creature might have been may not be in line with what Gamefreak had planned for it.

Oh boy, where to start. First of all you need a concept - a setting, a plot framework, a character to use. Once you have those you need to decide if you want the thread to be open for others to just join or if you want to have some control over who joins the thread.
Heads up. When you start an RP, you start it with a proper introduction post, and not with a "Next time I post, I start this RP." Forums are no place for placeholders. Placeholders are just SPAM, and SPAM gets killed with the rest. ^^
