Either you mean competitive or you mean non- competitive; who it is against is largely irrelevant. It's hard for us to help if you don't make it clear whether you want a team that can take on all comers or a team that is just average in which case EV's don't matter.

I thought the species clause was only two of the same Pokemon??? Anyway, if anyone forces that rule I can't face them with Vaporeon because as I said in the OP it's an Eeveelution team; Vaporeon, Jolteon, Flareon, Umbreon, Leafeon, and Glaceon.
I checked and Gyarados can't learn Aerial Ace. So I've found a way around; the final Pokemon will be a physical sweeping Kingler with X-scissor. He has pretty impressive stats, albeir a mediocre speed, but he has good defenses and a focus sash. So OP updated.

I have added some rain support and a means to deal with grass types to the OT in the form of Ludicolo.
But building Ludicolo got me thinking...
True Ice Beam is more effective, but the reason Ice Shard is there is because it is a priority move, and God knows they come in handy, especially with something slow like Cloyster. But still, I'm not ruling Ice Beam out.
