He'll be an absolute beast in Taijutsū though as long as he can keep his opponent in range of both eyes, and the Byakugan can extend the range of Genjutsū (but considering he's not a genjutsu specialist then *shrugs*), and with the Sharingan, he can copy Ninjutsū, but relying on his kekkei genkai to fight will prove hard. While he can track people with the Byakugan, it's not like the Sharingan where everything comes automatically, it has to be trained, which will prove very difficult when your body is running on autopilot from the Sharingan's eye of insight. Since he was raised as a Hyūga that shouldn't be too much of a problem.
Unless he specifically trains it like a Hyūga, then he won't be able to predict the movements of people who aren't in the range of the Sharingan. Basically, you can be in the range of the Byakugan but still avoid the Sharingan altogether, and having only one eye will sorta hurt depth perception but that's not really too important (He probably won't be the most accurate with Kunai throws). You can probably escape the range of the Sharingan without him noticing because he'll still be able to see you with the Byagukan, I don't really know. Either way, it'd still be really interesting to see how the character plays out.
The only real downsides are little to no depth perception(Ability to gauge distances) so shurikenjutsu probably isn't for him, and the MS will get only one ability. Other than those two I can't really think of any solid down-sides. Since he grew up as Hyūga he'd probably battle more to their style which handles most of the automatic vs manual training required to keep the Sharingan and Byakugan on the same level with prediction abilities.

Since the Byakygan is stronger at capturing high-speed movements he'd basically be watching something moving at two completely different speeds with each eye, and I can only imagine that being disorienting. Until he gets to 3 tomoe and the gap closes a bit it'd be like watching slow motion and speed up at the same time.
As an overview, Ninjutsū and Taijutsū would be his strong points.

I get your main idea, but I personally feel this is way, way too big a personal risk. It can be "balanced" but it could also be incredibly OP and just a character having both Kekkei Genkai screams Mary Sue to me.
Though at this point I think you could justify having a character with the powers of the Sage of Sixth Paths at this point. If you all are okay with this then whatever if it happens it happens but this is all starting to get a bit too much for me. Feel like I need to inject some Hashirama cells into my characters to compete at the pace of these OCs given really anything seems to go.
Trust me, I would not have accepted it if Kyuu didn’t clarify it, even then it seems very Mary sueish. I’ll make sure there isn’t any huge advantage. From what I hear, both of the eyes have been watered down due to them both being there, so they are weaker than standard. So this hyuga’s sharingan is inferior to Uchiha as well as their byakugan inferior to hyuga. So inferior eyes to both, but managing to combine them.

You do realize he’s my character right? He should be pretty ezHoooooold on. Sharingan and byakugan? Starting to sound marry sue-ish to me.
I get that, but even 50% of one eye can be counter balanced by the capabilities of 50% of the other eye given their different skill sets.
Just feel like being "gifted" is being way too prioritized in this. Tomiko is gonna have some gates, which along with her improved Earth-style should mean she might be okay. But the rest of my OCs are completely screwed over since I don't think a skilled Water-user with a sword or liquid shadow stuff can compete with an EMS Sharingan User, Boil Release User & Jinchuriki combo, and an Uchiha/Hyuga hybrid among others.
