The Chunin exams are a war game more than anything. It's an excuse for them to have a miniature war in an enclosed environment with little loss of actual war potential, in terms of Jonin, where they can guesstimate the strength of their opponents. It's supposed to foster good relations between villages, but forcing your children to fight in gladiator matches for the amusement of the crowd...well, not sure what sort of good intentions you'd be fostering there.

Well one got a concussion from fighting Tsuki, while doing no visible damage to her. So I feel like Tsuki deserves that one, even if interrupted.

Seiun got injured, leaving the other brother still at near peak efficiency. Hm...I’d say seiun at the very most tied

Hahahaha as funny as that is they can keep deadly serious and on point in their mission. Especially if it is the subjuscation/liberation of foreign soil. I think your stuck seeing the Yuki as political rivals to see their potential XD

Tsuki lost neigh instantly when she went to attack Kai, so she won’t get a 100% lol.

Hmm, the Hozuki are simply better suited for this in all respects. They can stealth better by turning into water, they'll be far more subtle with a takeover because of their genjutsu, and for this aspect raw power is the exact opposite of what I'd be aiming for. Needs more cunning manipulation than power.

Hmmm, in fact, rather than Konoha they should infiltrate the Cloud and slowly poison the ideals of the people there and instigate them to attack the leaf. While the two nations are at war the Mist will watch from the side and reap the benefits, it'd also set up a good precedent for them losing their Jinchuriki as well, Kumo that is.

Well, I wouldn't want to grab any land in the short term, rather just to sow dissent to steal land in the future. Massive integration of land would cause too many economic problems, we'd implode. Rapid conquest was the bane of the Roman and Byzantine Empires.

Russia...well, that's special, they're so sparcely populated that their massive land came will almost none of the usually liabilities that conquering land comes with, an influx of war-torn people and land that you'll need to fix and integrate into your own society in a way that doesn't cause widespread rebellions or send your economy into the ground.

All the Yuki needs to do is simply purge the populace of human life and inhabit it, so basically replicating that situation with a complete destruction of life policy. Pretty simplistic but effective.

Right and commit an atrocity so horrendous that we practically hand the other nations the moral high ground of Justice and make it even easier for them to set aside their differences for the sake of annihilating us.

War is fine, but once you commit too great an atrocity simple ethics will turn the entire world into your enemy.

But Xenos aren’t really ‘people’ are they? Lol

In all seriousness though, they could shrug it off as let’s say... a horrendous natural disaster, like a tsunami or something wiped out all the population. With a coastal city is easy to assume this.

Also, they could do the tacking approach. Since it’s a location the leaf rarely if ever visit, they can simply wipe it off the face of the earth or kill it’s populace and no one would know. And by the time they find the mist set up there, they could just pass themselves off as the same townspeople.

With a whole clan, scratch that. SEVERAL clans of water users, it should be no issue. Sure you’d need a lot of manpower but it could be done
