Oh! Well I’m this RP iruka isn’t going to be coming from the scrolls. Instead it’s going to teleport you to the Prelims area, beds, food, and drink are there as well for those who manage to come early

The scrolls are going to be basically teleport nodes, created to bring you to the prelims area. No iruka neccicary. Though everyone will be welcomed there by the next proctor when everyone who passes makes it

I'm actually putting a bit of thought into this, note this happens after Konoha Civil War, with Union and Confederation, the country is split in half,
Union Hokage: Danzo
Confederation Hokage: Tsunade (Jiraiya Helper)
The victor is Danzo, and while most of the Confederation dies, the survivors move to the newly remade Uzushiogakure

Having multiple characters means you are more likely to be part of something. But it also means you have a lot more on your plate. So there's pros and cons.

Also, just for future reference, is there an exam-failing penalty if one arrives at the tower without the necessary scrolls? Or would one just have to leave the Forest of Death for that?
