yes, but in simplest terms they are people who had defected from their village. (if someone changes to another village, I don't think that's considered a missing-nin tho)

"Ino had been waiting just outside the tower entrance to ambush any applicant who came her path to steal the scroll she needed. A wise tactic, Azumi had to admit, that was foiled due to Sagiso's scouting with her Byakugan which pointed out somebody had hidden themselves up ahead."
