It really depends. I would generally to improv. Choose a setting and go from there.

I see what you are saying but i mean what is our goal in the end game I do have an idea the pokemon we play as want to evolve and this could be like a gen 1 RP because eevee has so many evolutons now that it would be so hard to make reasons for eevee not to evolve but it's just an idea
