Ok, that not really something you would add to a list of natural laws, a better way to do it would be to say rabbits have a unique power in their genes, then a type of sewer waste has XYZ property that would effect rats, then when the RP starts, you can build a cloning machine with those rules

Pffft, that's good, but does that mean magic users have a limited amount of magic?
I’d assume so. Doesn’t infinite magic sound broken? If you had infinite energy, you could continuously alter time, send out a healing spell across the entire planet, spawn a black hole in front of your enemy, etc.
Infinite energy would be chaotic.
