One idea I had for an arc is a villain who will be hunting down the students from the sports festival one by one, obviously none of us will die but I definitely want a lot of them injured. Think of this similar to the Dragon Ball arc in which Tambourine hunts down all the tournament participants
I plan to make my villain OC the one hunting them, due to him having psychological reasons for doing so. Maybe the students who didn’t get attacked, set up a plan to go and fight him.

That sounds like something I can live with. The Hero vs Villain test is called the Battle test I believe, and the time between the attack and sports festival could be time spent searching for an internship or something
A small training arc would also make sense
A small training arc would be a good way to both get used to your character, give the weaker characters some more power and have some character interaction

Maybe, perhaps top heroes can be watching the sports festival and pick their interns kinda like scouts of large football/soccer clubs?

I mean, wasn't All for One dead for a long time before the show began? The quirk has had 9 different owners already, so unless he gets revived or something I don't think he'd be around
I might just try get a replacement for him, because I badly want a villain with that sort of pure fear factor.
Maybe a villain who makes the worst fears of people come to life? That would be pretty terrifying if you ask me, a moth the size of Mothra flying at me would be terrifying

I think I might go with the ocean though, that’s probably my actual biggest fear, and it makes sense for Yusuke, fire and water don’t mix.

The power being quite high would be good. Will the fears be a physical manifestation or will the victim be put in a nightmare like state. Basically will it be an illusion.
A physical manifestion was my first idea, but that could get messy when the ocean needs to become physical. Think an illusion would be easier to explain, although the affected person would see them as physical and reacts as such. Which would probably result in heroes running away from something that only they see

Yeah, works in a similar manner to Overhaul. (I know there might be more to his quirk, but I never read the manga).
I forgot about technique to be honest, and I normally like adding physical strength just to how strong they are without their quirk. It’s also good for characters who don’t have combat based quirks
