For what little it's worth, there's a reason I call 'Charms "the creative Pokémon community." It's not exclusive to the top caliber of artists or writers – we try to offer something for all creative people, no matter their skill level or preferred medium.
There is a system on the site that prevents very new members from starting conversations, for spam/safety reasons. Your account’s been automatically verified, however, so you should be able to start conversations like @StellarWind Elsydeon said.

For what it's worth, Andrew, hunting socks isn't your job – it's ours. I know it's hard not to be paranoid about all newbies in case they're socks, but please try not to be – treat everyone kindly, and if you've got suspicions, report them rather than reacting any differently to the newbie. :)...
I don't think we have anything written down about it, but we tend to allow collaborations if all authors are active on 'Charms and whomever posts the work credits the other authors in each work's summary. :) Generally, just be smart about it – as long as it doesn't look like you're claiming...
If it's going to be very similar, editing the existing work is a far better option – that way you know people are always going to see the updated, better version. :) If it's a total rewrite or otherwise so different that it could be considered a totally different piece of work, it makes sense to...
